One city doesn't permit towers.  It requires the carriers to install these boxes instead.

How much do you know about "cellular towers"? Chances are that all you know is what the wireless industry tells you. At PlanWireless we think that just this terminology -- "cellular towers" -- incorporates too many assumptions about wireless technology and planning issues.
